How to Obtain a Flagship
There are two types of flagships currently available for guilds in SWTOR: Valor-class Republic Cruisers and Harrower-class Imperial Dreadnaughts.
To obtain a flagship, your guildmaster needs to purchase a guild bank for 800,000 credits, and then your guild needs a total of 50 million credits in said guild bank. Once you have that, you can purchase the flagship from the Guild Stronghold Directory in the Strongholds & Crew Skills section of the fleet.
After purchasing your flagship, members can travel to it by opening their Stronghold Management Window (U), clicking on the Guild tab, and pressing Travel.

Unlocking and Crafting Costs
Additional rooms and expansions for your flagship can be purchased by your guildmaster by clicking on doors on the flagship. Expansion unlock costs are listed below.

If you want to craft it all, you will need 54 total Frameworks, which requires 2,700 Dark Projects.
2,700 Dark Projects requires 8,100 Self-Perpetuating Power Cells, 8,100 Rakata Energy Nodes, 16,200 Alien Data Cubes, and 16,200 Biometric Crystal Alloys. It is definitely more efficient to simply kill Commanders/Battlemasters and have guild members complete their weekly conquest objectives to obtain Frameworks instead of crafting them.
