Unfortunately, it's not retroactive.
If you didn't receive the lightsaber after completing The Forge, you need to directly contact our support team. Don't forget to provide the name of the character affected when you contact them.
I ended up also having this issue. Hoping we get some information on whether or not we have to re roll characters or will be retroactively given the quest/item.
